anv/android: set ANV_BO_ALLOC_EXTERNAL for imported AHW
What does this MR do and why?
AHW import needs the external flag, this fixes some cacheline flush artifacts.
Testing: CTS dEQP-EGL, dEQP-GLES2/3/31 on angle on venus
