meson: set default Vulkan drivers for ppc, ppc64

In the same spirit as !29811 (merged), set default Vulkan drivers for ppc, ppc64.

There should probably be more adjustments to the default driver sets (i.e., xe/iris and nouveau), I will handle that in a later merge request.
