venus/ci: add manual/nightly venus-lavapipe-full
Technically not a "full" pipeline because that would take 12h, but
DEQP_FRACTION: 4 is much closer to it than the DEQP_FRACTION: 60 in
the merge pipeline.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
