panvk: Fix info reporting bugs and enable tests for it

Some very small changes to comply with dEQP-VK.info.device_mandatory_features and dEQP-VK.info.device_properties tests.

Also enable dEQP-VK.info.* in CI to avoid issues like with VK_EXT_shader_module_identifier in the future.
