Update information about write value

Alyssa Rosenzweig requested to merge alyssa/mesa:write-value into master

From the mailing lists from dri-devel and igt we have a little more information about set/write value - it's a generic write primitive (although evidently it can only write zero, despite apparently having an immediate field -- possibly T860 doesn't support this)
