ac,radv,radeonsi: add a common implementation of SQTT using PM4
This is related to !25397 (merged) and based on !29452 (merged)
I have verified this on POLARIS10, VEGA10, NAVI21 and NAVI31.
@pepp will port RadeonSI to the common implem soon.
