rusticl: set `OCL_ICD_VENDORS` as directory, not file

What does this MR do and why?

Looks like OCL_ICD_VENDORS is meant to be a directory containing .icd files, but we were giving it a path to a driver.

This meant that rusticl wouldn't get picked up when using devenv.

I might be doing this totally wrong though, please let me know!
