wsi/x11: Check modifiers before accepting SUBOPTIMAL_COPY

Xwayland may signal SUBOPTIMAL_COPY when a DRM modifier feedback is pending. Most likely, there will be no change in the modifier list, and we should check before signalling SUBOPTIMAL. Works around a crash in Talos Principle on KDE Wayland.
