mesa: check framebuffer completeness only after state update

The change made in 88d66583 ("mesa: check draw buffer completeness on glClearBufferfi/glClearBufferiv") correctly updated the state prior to checking the framebuffer completeness on glClearBufferiv but not in glClearBufferfi.
