ci: add Raspberry Pi 5 testing to the CI
What does this MR do and why?
This adds testing for the new V3D 7.1 driver.
So far, it will only run a subset of the Vulkan CTS.
Due to an influx of spam, we have had to impose restrictions on new accounts. Please see this wiki page for instructions on how to get full permissions. Sorry for the inconvenience.
