Sync asahi/mesa. This is a bigger bump than usual in terms of commit count, as it was planned for last weekend but CI was down all weekend.

The bulk of the changes are bug fixes, especially around desktop GL support (lot of piglits, etc), in an effort to improve driver stability/robustness.

In terms of new features, this adds impls of a few new extensions. But mostly the focus is fixing bugs.
