radv: stop clearing FMASK_COMPRESS_1FRAG_ONLY for TC-compat CMASK images

Samuel Pitoiset requested to merge hakzsam/mesa:radv_tc_compat_cmask_changes into main

This shouldn't be needed at all, and this should allow to emit the fb outside the draw path.
