ci: Add d3d12 to debian-x86_32 -Dgallium-drivers

What does this MR do and why?

Adds d3d12 gallium driver to debian-x86_32 ci build configuration.

We have introduced 32 bit build regressions in the past such as #6708 (closed) or fixes required like !26363 (merged) and having CI coverage will prevent us from introducing such regressions into main moving forward.
