hasvk: ignore softpin device check and just expose Vulkan 1.3

What does this MR do and why?

new DXVK releases depends to driver expose Vulkan 1.3.

HASVK are not a conformant Vulkan Driver, but DXVK can run good with some games if Vulkan 1.3 are exposed

Tested: Brawhalla using Proton Experimental and DXVK (Running Good)

Tested: Smash Legends (Very Slow)
