Draft: Enable OES_EGL_image_external and OES_EGL_image_external_essl3 on desktop GL

Having these extensions in GL would be very helpful in a number of places, such as Wayland compositors or Gstreamer.

This does not work on various drivers yet and the MR is there in order to be easy to find for testing and discussion.
