Backport to 23.1: ac/nir/ngg: Wait for attribute ring stores on GFX11.

Same as !24574 (merged) but backported to 23.1 and only the VS/TES/GS workaround (the MS workaround is not reviewed yet, will backport in a separate MR after the review is done).

  • VS, TES, GS: pos0 export is moved to the end of the shader after a barrier
