Draft: nvk: Linear images

Faith Ekstrand requested to merge gfxstrand/mesa:nvk/linear-images into main

This is just the TIC fill-out code in NIL for now. Mostly untested. We already have a NIL create bit to select linear so the rest should just be a matter of adding the NVK plumbing. @mohamexiety said he was interested in picking this up so it should provide a starting place.
