Revert "ci: disable Collabora's LAVA lab for maintance"

Sergi Blanch Torné requested to merge sergi/mesa:reenable_collabora_20230814 into main

After the merge request !24424 (merged), and when the farm gets back on line, this is prepared to re-enable the farm in the mesa CI.

Do not merge before confirmation that Collabora LAVA farm is up again.

Upgrade is expected to occur until 2023-08-14 12:00 BST (UTC+1).
