broadcom/ci: reduce jobs timeout to 30min (instead of 1h)

Eric Engestrom requested to merge eric/mesa:ci-broadcom-timeout into main

This means that when things go wrong, we don't hold the runner (and Marge) for as long, while still having a 2x margin over the usual run time.
