pvr: fixup transfer primary sub-command list

What does this MR do and why?

This small change fixes a bug in accessing transfer sub-commands. Both primary and secondary sub-commands need to share the same underlying list.

Found with: dEQP-VK.memory.pipeline_barrier.host_write_transfer_src.8192
