clc: Don't build compiler test if build-tests is false

What does this MR do and why?

Avoid clc ompiler test build if build-tests is false.

Closes: #8161 (closed)

Stable branch cherry picking may not apply cleanly due to !23667 (merged) and !23668 (merged) not being part of staging/23.1, but this potential merge conflict should be trivial to resolve.
