There are shared paths between fixed function, ARB programs, and ATI_fs programs, and now that everybody's on NIR we can share more of it. And, by moving some of this to NIR, we can make ATI_fs significantly less magic in st_program.c.

A few commits here come from !22755 (merged), I'm happy to see either one land first.
