docs: move note on other drivers to the bottom

Erik Faye-Lund requested to merge kusma/mesa:docs-move-envvars-note into main

This was always meant to be at the bottom of the page. To reduce the risk of more driver-specific environment variables being added below, let's add a horizontal rule to mark the difference. This should make it more clear that this paragraph doesn't belong to the previous heading.
