CI: Disable Windows jobs for Amber

Jesse Natalie requested to merge jenatali/mesa:amber-windows-ci into staging/21.3

Nobody's going to be using anything for Windows from the Amber branch. Disable the Windows jobs for CI so we don't need to maintain it, but we still don't block merges to amber. Hopefully I got this right so it can still be triggered if someone wants to though.
