rusticl: add RUSTICL_ENABLE to have a global way of enabling devices

Merged Karol Herbst requested to merge karolherbst/mesa:rusticl/device_selection into main

This allows us to get rid of all the driver specific ways of enabling CL. This behavior might change once we actually enable devices by default, but we don't want to do so yet.
