ac/llvm: complete the port to opaque pointers

Pierre-Eric Pelloux-Prayer requested to merge pepp/mesa:radeonsi_opaque_pointers2 into main

With these commits radeonsi and radv build without LLVM deprecated function warnings.

Tested on Navi21, Navi10 and Polaris.
