asahi,panfrost: Make our GenXML less weird

Experimenting with unifying Intel/Panfrost/Asahi GenXMLs into a common src/genxml. Towards that, I'm trying to eliminate "weird" parts of the Asahi and Panfrost GenXMLs to reduce the number of extensions needed to upstream into The One True GenXML.
