anv: port assume_full_subgroups workaround to mesh shaders

Marcin Ślusarz requested to merge mslusarz/mesa:mesh-assume_full_subgroups into main

The last patch won't be needed once https://github.com/nvpro-samples/gl_vk_meshlet_cadscene/pull/10 is merged, but I think having the first 2 patches in-tree will make it easier to debug issues with mesh workloads.
