ci/freedreno: Switch a630 to manual/disabled for lab maintenance.

We're getting several more 630s in the lab, but need a bit of time to swap out some broken old ones and stabilize the new ones. Fritz thinks this should be done in an hour or so, but I want to turn off the CI for main so that we don't block anyone else.
