newvine: initial minimal skeleton driver

Yusuf Khan requested to merge YusufKhan-gamedev/mesa:newvine_submit into main

Fork of noop with some code bits from (gallium) nouveau. This supports the ogk kernel driver nvidia released the source code to as well as the nouveau kernel driver. The ogk driver is not tested. Some gbm and egl examples seem to work on the nouveau kernel driver.
