vulkan: Add a vk_pipeline_hash_shader_stage() helper

While working on !17140 (merged), I noticed that all drivers implement some sort of shader hashing, but each of them does it slightly differently.

This is an attempt at providing a generic helper so we don't end up with yet another version next time a new driver needs to hash its shader stage.
