radeonsi/vcn: prepare for supporting unified queue in vcn4

Ruijing Dong requested to merge rdong/mesa-rdong-2021:vcn4_unified_queue_002 into main

From vcn4 and onwards, only unified queue will be supported in VCN, there will be no decoding queue and encoding queue, only unified queue. And it re-uses encoding queue for both encoding / decoding jobs.
