ci: update linux kernel to v5.17
In addition to pushing it to the current stable, the v5.17 kernel for mesa CI pulls a patch[1] to address a regression in drm that affects at least the lima jobs.
Also patch [2] present in mainline linux 5.17 should improve the situation with the network on the hardware used by the lima CI boards.
