blorp: disable depth bounds

Lionel Landwerlin requested to merge llandwerlin/mesa:review/blorp-emit-depth-bounds-gfx12 into main

This can create failures in the CTS if you run tests in a particular order.

Probably fixes some other usages in real apps.
