Implement EGL_ANGLE_sync_control_rate for running Chromium Linux on Wayland with EGL backend.

Chromium works with this patch u(with videos playing smoothly) sing /usr/bin/google-chrome-stable --use-gl=egl --enable-features=VaapiVideoDecoder --ignore-gpu-blocklist
