ci: nouveau jetson manual jobs, bm-POE cleanups and documentation

Not really satisfied yet -- need more boards for reasonable full runtimes, need kernel debugging of the boot failure, and need the atomic/tess flakiness to get sorted out. But still, this should be helpful for "did my core rework totally break nouveau?"
