tu: Refactor VS DECODE/DEST to be emitted in two pkt4

Refactor to emit VFD_DECODE and VFD_DEST_CNTL in two packets regardless of attribute count.

I briefly chased a non-existing bug last week, during that I refactored VFD_DECODE/VFD_DEST_CNTL state emission.
