aco: validate VOP3P opsel correctly

Seems, that slipped. Is a strong requirement for any further vec2fp16 MRs. Not sure if it's currently possible to hit that case, but better safe than sorry, thus backport.

Before RA, subdword operands must use .xx After RA, opsel can either be .xx or .yy
