Draft: radv: fix and enable DCC for mipmapped arrays on GFX10+
Found this while looking at Strange Brigade. PAL enables DCC for mimapped arrays on GFX9+.
No CTS regressions with RADV_DEBUG=forcecompress on Sienna Cichlid.
