anv: Better clipping

This little MR makes two changes to the clipping in our Vulkan driver:

  1. It enables guardband clipping. I have no idea why it took us so long to do this. It's probably been costing us performance all over the place to not use the guardband.
  2. Do "pop-free" clipping for points. It's just all-around nicer for applications.
