ci: Centralized skip lists, and skip some tests not suitable for CI.

Now that piglit/deqp-runner can take multiple skips files (along with flakes and caselist files), we can easily use that to centralize some knowledge about tests not suitable for our current CI system so that everyone doesn't have to go through the same learning process.
