pick-ui: stop backporting every revert

Wee had a few bugs introduced in the release branches because of a commit fixing something followed by a revert of an older commit, and only the revert made it to the release branch, breaking things.

Let's stop backporting every revert, and make it mandatory for revert commits to contain a cc: mesa-stable of fixes: if they need to be backported like any other commit.
