tearing on kodi-gbm

Describe the issue
I see a regression in mesa 23.1.1. Last-known-good version is 23.0.3. kodi-gbm
is experiencing extreme video tearing when animated menus are accessed or when trying to play back video. This occurs constantly not transiently. Downgrading the following packages fixes the issue: mesa, mesa-vdpau, libva-mesa-driver. Kodi is the latest git from the Nexus branch.
