[radv] non-always-valid buffers cause slow submissions
Some FH5 benchmarks on Deck:
- Current code: ~80 buffers -> 0.4 ms for a submit
- Marking shaders & cmdbuffers & cmdbuffer upload buffers as always valid: ~20 buffers -> 0.2 ms for a submit
Sounds like a win if we can make it reliable without drawbacks.
