MESA Overlay Vulkan layer version

This file is pre-generated and version API was not updated for 2 years, currently it is stuck at version 1.1.73

The problem is in applications what request Vulkan 1.2 API, for such apps the Vulkan ICD loader rejects layers what do not expose 1.2.x version capabilities. I took a quick look at the source and don't see the reason of maintaining it at 1.1.73. Of course I could be wrong, if so, please close the issue.
