[HSW] Fragment shader piglit test fails

Describe issue
The piglit test bin/glslparsertest_gles2 /home/pi/projects/piglit/tests/shadertoy/out/sources/aec471-0-0c932336.frag pass 3.00 --check-link fails with the error message glslparsertest: ../../src/intel/compiler/brw_inst.h:572: brw_inst_set_jip: Assertion value <= val' failed. Aborted (core dumped)
Regression
According to git bisect the issue was fixed with commit 28acc412 .
@pendingchaos @dbaker You might want to consider merging it to the stable branches?
