Enabling PIPE_SHADER_CAP_GLSL_16BIT_CONSTS breaks this test, but it doesn't seem like it should?
I found this ticket, but it makes no mention of the cap that I can see https://bugs.freedesktop.org/show_bug.cgi?id=97532
