Regression: Blender 2.8x/2.9x selection outlines missing with mesa 20.2.3

Describe the issue
After upgrading from mesa 20.2.1 to 20.2.3, the selection outlines in solid shading mode are no longer displayed in blender 2.8x/2.9x. They are still working in 2.79b.
Regression
Yes, it definitely worked in mesa 20.1.8, it has most probably worked in 20.2.1 (downgrading the package makes the system unbootable, so I can't go back and verify unfortunately). It's definitely broken in 20.2.3
