Anything fd6bbdcf and/or newer is botched; right up to very latest.
Mesa 20.2 or the immediately preceding commit 701f7ae and earlier - are A-OK at least on my old trusty R9 285.

A nice easy one to replicate hopefully.

edit: only just getting around to trying some debug options.
I'll test a few out...
AMDDEBUG=zerovram ./factorio
doesn't help
edit2: No joy with debug options but I can do git revert fd6bbdcf
and that's OK too.
For some reason the game doesn't like the one change made by that particular commit.
