intel drivers should implement redescribed surface clears
Civilization VI has some clears of very large R8_UNORM surfaces. Since these are not supported by CCS, we can absolutely reinterpret them as R32G32B32A32 and clear 128bpp at a time instead of 8bpp at a time.
iris (and maybe anv?) should implement redescribed color clears. Jason did this a while back for stencil but we still need to do color.
